During the aftermath of
the Key Bridge collapse,
the U.S. Army Corps
of Engineers’ (USACE)
Baltimore District surged
into the public consciousness,
as did the calmly authoritative
presence of then-Commander Col.
Estee Pinchasin. But in late July,
Pinchasin relinquished command
of the Baltimore District to a
successor with equally impressive
presence and credentials:
Col. Francis B. Pera.
